desc=At the beginning of the 20th century, European powers competed for colonies in Africa and Asia. Italy, recently unified (1861), was a latecomer to the colonial division and sought its "place in the sun." After failing in Ethiopia (1896) and being relegated to Tunisia (occupied by France in 1881), it set its sights on Tripoli and Cyrenaica, the last Ottoman provinces in North Africa. The Ottoman Empire, in decline and nicknamed "the sick man of Europe," barely controlled these territories, defended by weak garrisons and local tribes. Italy, taking advantage of Ottoman weakness and the tacit approval of other powers (such as France and Russia, which sought to weaken the Turks), issued an ultimatum on September 28, 1911: either surrender Libya, or there would be war.
